Phase-2 construction activity
approved by Governor

Although a specific start date has not yet been announced, Governor Inslee publicly stated on May 15 that Phase 2 should open around June 1st, depending on COVID-19 numbers. Phase 2 allows all construction -- including those activities for which social distancing may not be maintained, and the start of new construction projects -- to resume. Adherence to the health and safety points will be strictly enforced. See the full three-page statement. AGC has also now posted our new Phase-2 COVID-Recovery Resources page with a variety of safety-related information and materials that will be valuable as phase-2 construction activity re-starts soon around Washington State.


Culture of CARE
goes national

AGC of America has announced the nationwide launch of Culture of CARE, a campaign that originated here at AGC of Washington. The program invites construction firms to build inclusive workplaces that are free from harassment, hazing and bullying by taking the Culture of CARE pledge. More information about the campaign can be found at www.BuildCulture.org. In addition, last week's ConstructorCast podcast episode featured three panelists discussing the genesis of Culture of CARE here in Washington state, the rollout of the national campaign, and why companies should take the pledge. AGC of America will soon be emailing all members & sharing messages on social media with more information, including how take the national Culture of CARE pledge.

National Mental-Health Awareness Week
This week, May 18-22, is National Mental-Health Awareness Week, and in the uncertain and stressful times we are all facing, there's no better time to take a moment for this important topic. AGC has several stress/coping resources on our Suicide Prevention Resources page, including a new editable Toolbox Talk sheet that's a great tool to help your team open the door to discussions about mental health and how you are prioritizing mental health in your organization.

Jobs-tax proposal put on hold
The Seattle City Council has canceled all action to levy a new payroll tax on businesses operating or doing business in Seattle. While the threat of a ballot measure looms on the horizon, there is a growing consensus at City Hall that this effort to pass a business tax at Council was not consistent with the new state guidelines regarding open public meetings and the allowable public business to be conducted during the COVID crisis. Council president Gonzalez outlined her thinking. While the argument was procedural, AGC would like to congratulate the coalition, lead by the Downtown Seattle Association, which mounted an impressive No Tax on Jobs - Recovery Now campaign. As a member of the coalition, AGC was proud to join the 17,000 people who signed the petition, and nearly 800 businesses, organizations, labor representatives and residents who signed the letter opposing the tax.

Convention Center seeks federal stimulus aid
With COVID-19 related revenue loss from tourism and lodging tax, the final round of financing for the Washington State Convention Center addition is in question. Leaders of the $1.8 billion project are hoping to secure federal stimulus aid to fill the $300M gap in funding, and avoid a stop in construction. Read more…
More Group Retro records fall
Congratulations to AGC Group Retro members for achieving a record-breaking $85,119,965 in refunds for our latest three-year cycle, including another $767,075 from favorable prior-year appeals. “Members are achieving net refunds of 50% or more in back-to-back years, and many are about as low as you can go in terms of their experience rates. These results are impressive and reflect our members’ shared commitment to safety and light duty, along with our stringent underwriting, and skilled AGC staff assistance,” said Van Hardy, AGC Retro chair. Due to COVID-19, Group Retro refunds and awards will be distributed by mail. Again, congrats to all of our Group Retro members!
