Upcoming Whatcom Planning Commission session on County Council’s Cherry Point amendments
The Whatcom County Planning Commission is having a virtual public work session this Thursday, June 25th at 6:30 p.m.as it continues its thorough review of the County Council’s Cherry Point amendments. The Planning Commission has had eight work sessions so far and had almost completed its review when the COVID 19 crisis hit. This will be there first meeting since February 27th. You are encouraged to listen online.
To explain this process, John Huntley, owner of Mills Electric and Trevor Smith, Laborers Local 292 took to the airwaves to chat with Dick Donahue on KGMI 790 News Radio. They discussed the proposed regulations by the Whatcom County Council aimed at limiting business activity at Cherry Point. They also discussed the importance of the Planning Commission review process of those proposed regulations. Cherry Point industries have an estimated 750 permanent construction jobs and up to 3,500 temporary construction workers during refinery turnarounds.
Huntley when discussing the process said, “What we really need now is full transparency. We need to work together to get our companies at Cherry Point working with the County Council… if we work together the way the Planning Commission has been working with industry... I think we can all come up with a plan that will work for everyone.”

Snohomish County provides second round of small-business relief grants
Snohomish County Executive Dave Somers announced the second round of the Small Business Relief, Recovery, and Resiliency (R3) Grant program. This program is a key part of the relief and recovery action that Snohomish County is taking to help businesses impacted by the pandemic. This grant program is part of the package of COVID-19 responses funded by CARES Act resources. Read more…

2020 AGC/AIA Scholarship Golf Tournament canceled

SBA: PPP recipients can apply early
for loan forgiveness

(Journal of Accountancy) New Paycheck Protection Program (PPP) guidance released Monday night declares that PPP recipients can apply for loan forgiveness early, but that doing so could cost them money.
In a 34-page interim final rule (IFR) issued in consultation with the Treasury, the U.S. Small Business Administration (SBA) addresses a number of issues related to the PPP, which was created by the Coronavirus Aid, Relief and Economic Security (CARES) Act, P.L. 116-136, to provide forgivable loans to small businesses, not-for-profits and certain other entities hurt by the economic impacts of the COVID-19 pandemic and associated government-imposed quarantines. for U.S. construction

(International Banker) The construction industry of the United States began 2020 with solid growth and high hopes. That changed quickly as the COVID-19 pandemic dug ever deeper into the US economy, and now the industry is facing a slow and uneven recovery.
Contractors on balance were very optimistic at the end of 2019 about their prospects. In an annual survey of member firms that AGC of America released in mid-December, contractors were asked if they thought the dollar value of projects available on which to bid would be greater or less in 2020 than in 2019. For all 13 structure categories in the survey, more respondents said the market would expand than shrink. (AGC members include roughly 6,500 general contractors, nearly 10,000 specialty contracting firms and more than 11,000 suppliers of construction equipment, materials and services. The companies perform every type of construction other than single-family homebuilding.)  Read more…
Social distancing strategies keep contractors productive
(Construction Dive) As many construction companies enter the post-COVID-19 environment, they have a challenging job ahead — to ensure their workers abide by social distancing guidelines and still remain productive.  
Even if they give their best efforts, though, contractors should realize that they likely will not be able to keep workers at a safe distance from each other at all times. Read more…
